Final Date/Time for Questions: October 24, 2024, 4:00pm Anticipated Contract Award: November 29, 2024 The City of Surprise ("City"), its Council and Management ("City") have identified the need to take a more proactive approach towards the development of the City's overall transportation network. As a result, the Surprise Transportation Master Plan (TMP) will cover at a minimum a 20-year planning horizon, evaluate currently programmed capital improvement projects (CIP), integrating the most recent or ongoing multimodal planning efforts, transit plan, parks and recreation plan, and coordination with the development of the City's upcoming General Plan update. The overarching goal is to position the City for success and to put an emphasis on the safe and efficient movement of people, goods, and services in a proactive and fiscally responsible manner. The primary deliverables and focus for the TMP update include the following: Robust Public Involvement Review recently approved General Plan requirements Stakeholder and Regional Partner Engagement Evaluating Current Socioeconomic Conditions Current Transportation Network Conditions and Future Needs Conducting a Full Multimodal Transportation Assessment Integration of Previously Completed and Concurrent Plans Developing and Calibrating a New Citywide Sub-Regional Traffic Demand Forecast Model Prioritizing Current and Future Transportation Network Needs Identifying Potential Funding Opportunities Identifying Prioritized Recommended Investment Choices Final Plan City Intends to have the final Master Plan completed within 12- 18 months of executed contract date. Late proposals will not be considered. The term of any resultant Contract shall commence on the date of award and shall continue for a period of one (1) year thereafter, unless terminated, cancelled or extended as otherwise provided herein. The method of Contractor Selection has not been Determined at this time.
