This is a Pre-Solicitation Notice that requires an Architect and/or Engineering (A&E) services to "Replace Carpeting" at Lake Nona VA Medical Center. This project is 100% Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB). The NAICS code for this procurement is 541310 "Architectural Services" and the annual small business size standard is $12.5M. The projected award date for the anticipated A&E contract is on or before December 31, 2023. All information needed to submit SF330 documents is contained herein. The magnitude for construction (not design) of this project is between $1,000,000 and $5,000,000.00 - FAR 36.204 (f). This project will replace the carpeting at the Domiciliary, Chapel, and Clinic buildings at the Orlando VA, Lake Nona campus. All old/existing carpeting shall be removed and replaced with new carpeting, maintaining the general color variety of the existing carpeting. Areas with excessive wear and tear shall be replaced with a vinyl flooring finish (as recommended by the A/E and accepted by VA). All work shall be phased and coordinated with the VA. Specific project requirements are provided below. This project will include at a minimum the following tasks: 1. Conduct an assessment of the carpeting in the Domiciliary, Chapel, and Clinic areas. a. This assessment shall at a minimum include a listing of the rooms and areas with carpeting, along with their square footages in addition to noting the condition of the carpeting for any excessive wear, tear, fading, etc. b. Areas that may have recently replaced carpeting shall be brought to the VA's attention and noted in the assessment. c. Carpeting in the Clinic building primarily includes all administrative spaces and the auditorium. However, all areas with carpeting shall be assessed. 2. Assess the carpeting to vinyl flooring option replacement in areas where the carpet has excessive wear and tear and where vinyl flooring is allowed/appropriate by VA guides and the VA Technical Information Library (TIL). 3. A physical assessment shall be performed to field-verify existing conditions of carpeting. 4. This assessment shall serve as the basis of for the replacement of the carpeting and development of finish schedules to be part of the . 5. The assessment shall include a line-by-line of all rooms, grouped by building, floor number, and line. 6. Square quantities shall be cross-referenced against existing facility drawings and updated. 7. The A/E shall have a registered Interior designer on staff as part of the A/E design team. 8. Design for the carpet replacement must include a phasing plan and account for storage space for carpeting materials during the construction phase. 9. The design shall allocate a percentage of replacement carpeting for future use by VA. 10. All specified carpeting, glues, padding, and products installed under this project shall comply with the VA Master Specs found in the VA TIL and design guides.
