The Burke County Human Resource Center (HRC) originally built in 1973, has reached its end of life. Over time there have been many interior renovations, roof investments, and investments in mechanical systems. The overall building score from the 2020 analysis was 2.42. This approximately 75,000 square foot building houses approximately 320 full-time employees and is a critical function of service delivery. Next steps would include beginning a space planning needs assessment - followed by site location civil/survey analysis. A twelve (12) month due diligence process followed by twenty-four (24) months of construction. If programmed at 10% needed growth and factored at $250 per square foot the speculative building cost is assumed at approximately $22MM - site due diligence, planning/engineering, and financing costs could add another 12.5-13% ($3MM) for a total estimated project cost of $25MM. A 20-year financing through the issuance of Limited Obligation Bonds (LOBS) or bank installment is the recommended funding source. Due to the complexity of the project a Construction Manager at Risk CMAR procurement model is likely to produce the best outcome As of August 30, 2023, this project is included in Burke County's Fiscal year 2024-2028. A firm timeline for construction has not been determined. *Project information has been obtained through a public capital improvement plan (CIP).
