The City of Bend (“City”) is seeking a design professional (“Consultant”) to develop, design and implement improvements to NW Brooks Street and the adjoining Mirror Pond Plaza and north Mirror Pond parking lot in downtown Bend (the “Project”). Brooks Street has two primary sections; the south end (between Franklin Ave. and Oregon Ave.) is currently open to vehicular traffic and is used for deliveries and to access several parking spaces for businesses that face (or back-up to Brooks Street). The south section of the street is signed for one-way traffic, flowing from south to north. The south section of Brooks Street has a relatively narrow right-of-way and does not have any sidewalks, but the roadway is surfaced with concrete pavers and the street often functions – and is interpreted - as a street that is for the exclusive use of pedestrians. The south section of Brooks Street is often closed intermittently for events, including a weekly Farmers Market. A number of restaurants have outdoor seating in Brooks Alley (by City permit). The north section of Brooks Street (between Oregon Ave. and Newport Ave.) functions as a two-way street, with limited on-street parking and sidewalks on both sides. The City also owns the building at 875 NW Brooks St (often referred to the Rademacher House, and currently being operated as a coffee shop under a lease to The Commons Café and Taproom), and the adjacent Mirror Pond Plaza (the “Plaza”). The Commons manages events in the plaza, which include regular concerts. The Plaza also provides a direct pedestrian connection between Drake Park and Wall Street, via a walkway between Brooks Street and Wall Street (the “Breezeway”). The City of Bend owns and operates two parking lots, north and south of the Mirror Pond Plaza. The south parking lot was reconstructed in 2019 to improve vehicle flow and waste storage for neighboring businesses. As of July 10, 2023, City anticipates project will bid in January 2025 with construction complete by end of 2025.
