The City of Billings, Burns & McDonnell (Engineer), and Garney (General Contractor/ Construction Manager), invite Bidders to bid on the Construction of the West End Water Treatment Plant (WEWTP) Overall Guaranteed Maximum Price (GMP) Bid Packages. The City has contracted with Garney as the GC/CM. The completed Work will provide the City of Billings with a new West End Water Treatment Plant located south of Hesper Road between Shiloh Road and South 48th Street West. The City intends to award a Construction Contract to Garney based on the 60% Design documents. Subsequently, Garney intends to award contracts to Bidders through Best Value Selection at the 60% Design phase. Contracts will be based on the Work Defined in the contract documents plus Inferred Work as described on the Bid Form. If the Design changes from 60% to 100%, the chosen Bidders will have an opportunity to price the changes. The chosen Bidders shall review the 100% Design Documents and provide Garney a complete and revised estimate showing changes. If Garney agrees that the scope and price is reasonable, a change order will be issued; however, if Garney determines the Bidders change order pricing is unreasonable, Garney can choose to cancel contracts at that time at their sole discretion.
