The project consists of a West End Water Treatment Plant (WEWTP) capable of treating Yellowstone River water either directly from a Billings Bench Water Association (BBWA) diversion facility or from future reservoirs to meet all primary drinking water standards. The WEWTP will deliver up to 18 MGD and be expandable to 36 MGD. Process design includes rapid mix chemical pre-treatment, flocculation, sedimentation and membrane filtration. Filtered water will be delivered to the City's distribution system by pumping from a below-grade clearwell through high service pumps. WEWTP building design, yard piping connections and residual solids handling facilities are also included in the project. During the preconstruction phase, the Contractor will work as an integral part of the project team to evaluate and further develop the project design, assisting the Engineer and City in identifying opportunities for improvement, value engineering, and offering alternative solutions. The various project design components currently range between 60% to 90% complete. The Contractor will develop cost estimates and offer suggestions with respect to means, methods, materials innovations and construction sequencing. During the construction phase, the Contractor will provide the necessary resources and subcontractors to construct the project. Throughout the entire process, the objective is to maintain a spirit of cooperation and open communication so that project goals and objectives are clearly understood, potential problems are promptly resolved, and upon completion, the project is deemed a success by all.
