The Southwest Ohio Regional Transit Authority (SORTA) is seeking services from pre-qualified A&E vendors to provide technical proposals on Phase II ESA. SORTA is currently planning a new off-street transit facility for fixed-route buses at the northeast quadrant of Gilbert Avenue and WH Taft Road in the Walnut Hills neighborhood of Cincinnati. The purpose of this solicitation is to engage a consulting firm to complete ESA Phase II investigation is to assess the presence of chemicals commonly associated with the identified RECs at concentrations above laboratory reporting limits in the on-site soil, groundwater, and soil gas. ESA Phase I was completed in January 2021 (see Exhibit 1). It is anticipated that soil testing would need to be completed no later than 3 weeks after notice to proceed. The technical proposals for A&E work should consider this anticipated completion date in project approach. The method of contractor selection has not been determined at this time.
