As of January 9, 2024 a design team has been selected and although a firm timeline for construction has not been determined, construction is not expected to start in 2024. Project is included City of Columbia FY 2024 *The previous solicitation is listed below for reference. This document constitutes a request for competitive, sealed qualifications for the provision of Professional Engineering and Design Services - Ash Street Improvements between Providence Road and Clinkscales Road for the City of Columbia (hereinafter referred to as City) as set forth herein. The project will be completed in two phases. Phase 1 will include the development of the concept plans and the public engagement process to determine the scope of the improvements (intersection improvements, non-motorized improvements, or a combination of both types). Phase 2 will include the design work for the improvements determined in Phase 1. The work shall include the complete engineering design and all associated professional services for the improvements along Ash Street between Providence Road and Clinkscales Road. The design shall be completed in two phases. Phase 1 shall include a public engagement process that will determine if intersection improvements, non-motorized improvements, or a combination of the two will be completed for the corridor. Phase 2 shall be the design of the improvements determined in Phase 1. Phase 1 shall include the development of the conceptual plans to present two improvement options. Option 1 shall be improvement of the intersection of Ash Street with Clinkscales Road, Pershing Road, West Boulevard, and Garth Avenue. The improvements may be roundabouts or other intersection improvements. Option 2 shall be an 8-foot to 10-foot wide concrete pedway along the north side of Ash Street and a bike lane and continuous sidewalk along the south side of Ash Street. Public Works has developed a layout for roundabouts at each intersection and a layout for the non-motorized improvements that may be used for the basis of the conceptual plans. The contractor may also propose other improvement ideas for the intersection improvements or the non-motorized improvements. The contractor shall develop conceptual plans for each option and assisted City Staff in the public engagement process to determine if Option 1, Option 2, or a combination of the two options will be the best improvement to design and construct for the corridor within the funding available. Phase 2 shall include the design of the Ash Street improvements determined by the Phase 1 public engagement process. Design services shall include, but are not limited to surveying, engineering design (preliminary plans, right of way plans, final plans, technical specifications, and cost estimate), easement descriptions/diagrams, utility coordination, bidding support, and construction support. The City of Columbia reserves the right to reject any or all qualifications received in response to this RFQUAL, or to cancel the RFQUAL if it is in the best interest of the City of Columbia to do so. Failure to furnish all information requested in this RFQUAL may disqualify the qualifications. Any exceptions to the requirements specified must be identified in the qualifications.
