The scope of work consists of extending the existing walking path at the park. The new multi-use path is to be built around the pond and will extend to the ‘Latham Square Apartments’ project on the west side of the park. The new multi-use path consists of asphalt portion with most being compacted aggregates. The existing asphalt path will remain at the park. Hilliard Latham Park Multipath Improvement LB-22 All bidders must register as a potential bidder with Key Blue Prints Inc., 195 East Livingston Avenue, Columbus, Ohio 43215, in order to place a bid on this project. Registration is required to assure all bidders receive any clarifications or addenda. The park is located at 6400 Cosgray Rd, Hilliard, OH 43026 (right behind the CVS pharmacy at the intersection of Scioto Darby Rd and Cosgray Rd). One bid is requested and required for projects in the construction plans. Only the First Project that consists of the multiuse path described below. This new advertisement, bid instructions, and reduced scope constitute Addendum One in its entirety. By registering with Key Blue print as required herein no further acknowledgment of this addendum is needed. You may obtain the new bid documents from Key electronically or by hard copy or both. This is now a totally public project that the City will award with no contribution from the private sector. First project (Bid Project Description): The scope of work consists of extending the existing walking path at the park. The new multi-use path is to be built around the pond and will extend to the 'Latham Square Apartments' project on the west side of the park. The new multi-use path consists of compacted aggregates. The existing asphalt path will remain at the park. Second project The scope of work consists of installing a new green infrastructure parking lot. The new lot will accommodate 38 car spaces and two handicap parking spaces, all with pervious pavement. The area around the bioswales will be asphalt. Not to be bid on for this project! The City's estimated construction cost for the Base Bid is $115,000.00. Award of the contract will be made to the lowest and best bidder of this Base Bid. . Full completion date is August 30, 2019 Failure to fully and accurately complete the bid documents shall be considered grounds for rejecting the bid. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids but may not be modified and resubmitted. No bid will be accepted if it exceeds the City's cost estimate for the Base Bid by more than ten percent (10%). Contractual and Technical questions about the project should be submitted in writing to either Clyde R. Seidle, P.E., Director of Public Service at cseidle@hilliardohio.gov or David Storck, Advanced Civil Design, at Dstorck@advancedcivildesign.com Payment of prevailing wage applies to the Project and bidders must comply with the prevailing wage rates on Public Improvements in Franklin County and the City of Hilliard, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. Bid security must be furnished with all bids. If the bid is accepted, a contract must be executed, and a satisfactory contract bond furnished, conditioned according to law, in the amount of one hundred percent (100%) of the contract price, within ten (10) days after Notice of Award. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City's Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. If a qualified local company's bid is within five percent of the non-local lowest and best bid, the local company may be awarded the contract if it agrees to match the non-local company's bid. The City reserves the right to reject any or all bids. An award will be made to the lowest and best bidder, taking into consideration such factors as the qualifications, past performance, efficiency and responsibility of the bidder along with the price of the bid. The decision to perform an Alternate will be decided by the City based upon project funds remaining after award of the Base Bid. Bids on an Alternate alone will not be accepted. Informalities in making out the bid may be waived at the option of the Director of Public Service.
