All prospective bidders must register with Key Blue Prints, Inc., 195 East Livingston Avenue, Columbus, Ohio 43215 in order to place a bid on this Project. Registration is required to assure all bidders receive any clarification or addenda. The Britton Parkway 12-inch Water Main, CIP W-46 (hereinafter referred to as "the Project") consists of the construction of 815 linear feet of 12-inch ductile iron water main, including 3 fire hydrants, along the western side of Britton Parkway between Hayden Run Road and Carrington Way. The Project also includes construction of a catch basin, 32 linear feet of 12-inch storm sewer, and a precast headwall for storm water drainage. The Engineer's estimated construction cost for the Project is Two Hundred and Forty Thousand Dollars ($240,000). Award of the contract will be made to the lowest and best bidder. Substantial Completion date is January 25, 2019. Substantial completion is defined as all work completed except for seeding, mulching and restoration of the asphalt path. Final Completion date is April 30, 2019. Failure to fully and accurately complete the bid documents shall be considered grounds for rejecting the bid. Prices for labor and materials shall be quoted separately. Bids may be withdrawn at any time before the scheduled closing time for receipt of bids but may not be modified and resubmitted. No bid will be accepted if it exceeds the City Engineer's estimate on the base bid by more than ten percent (10%). Contractual questions about the project should be submitted in writing to Clark Rausch, P.E., City Engineer, at crausch@hilliardohio.gov. Technical questions about the project should be submitted in writing to David Denniston, P.E., Advanced Civil Design, ddenniston@advancedcivildesign.com. Bidders must comply with the prevailing wage rates on Public Improvements in Franklin County and the City of Hilliard, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. Sureties on all bonds must be satisfactory to the City. Section 129.03 of the City's Codified Ordinances establishes a local preference program for the purchase of materials, supplies, equipment and services. The full ordinance can be found on the City's website www.hilliardohio.gov under City Code. The City reserves the right to reject any or all bids. An award will be made to the lowest and best bidder, taking into consideration such factors as the qualifications, past performance and efficiency of the bidder along with the price of the bid. Informalities in making out the bid may be waived at the option of the City.
