The Town of Gila Bend, hereinafter referred to as the Town, through an American Recovery Plan Act ( ARPA) from Maricopa County, will accept bids from qualified firms or individuals to perform the following service: sewer manhole rehabilitation. The bidder must be registered and provide proof of registration in federal System for Award Management (SAM) registry at the time of bid submittal. Project Description : This federally funded project consists of the rehabilitation of up to fourteen (14) sewer manholes as called for in the project specifications. Proposed repairs and manhole depths have been identified and the Town desires to rehabilitate as many of these manholes as funding will provide. The Town of Gila Bend's sewer system has a mix of different types of manhole barrel construction. Most are brick, but this can vary. The Town wishes to rehabilitate selected manholes with a product that meets specific requirements and eliminates the need for bypass pumping during rehabilitation work. The coating product shall be cast-in-place, geopolymer concrete, monolithic, corrosion resistant, and fully structural. The minimum coating thickness shall be one (1) inch. The compressive strength shall be a minimum of 8,000 psi, bond strength of at least 3,000 psi, and coating shall meet or exceed chemical resistance per ASTM C 267. Work shall also include repair to the manhole flow channel (bench) where required and repair to the concrete collar and frame where required. Objective/Scope of Work : The Town wishes to accept proposals to rehabilitate up to 14 manholes within the Sewer Collections system. Repairs will consist of reforming benches and applying a fully structural product to the interior of the manholes, while resisting corrosion from H2S gasses. (See Specification) The coating applied will also ensure mitigation of inflow & infiltration. No bypass of flow will be conducted on this project, and use of a flow through device will be needed as necessary. The Town is providing a list of manholes in order of priority, including depth, and photos are provided for the Contractor to develop a vertical foot price. The contractor shall furnish all materials, labor, equipment, services, transportation, and perform all the work for the project known as the Sewer Manhole Rehabilitation Project for the Town of Gila Bend, Arizona, as called for in the Technical Specifications. The proposer should prepare and provide a detailed time schedule for completion by September 30, 2024. This is a fast-track project and the Town reserves the right to waive any informalities to expedite completion of the work. The successful proposer will be required to lend all possible assistance in the preparation, investigation, and documentation necessary for compliance with all applicable federal and other requirements of Maricopa County ARPA Program. The successful proposer should be prepared to comply with all local, state, and federal safety and environmental requirements. The project shall be accomplished in accordance with all federal program and state statutory requirements to include 2 CFR 200, Executive Orders and the Arizona Administrative Code. - CONTRACT & NOTICE TO PROCEED WEDNESDAY 09/25/2024 - SUBSTANTIAL COMPLETION OF WORK MONDAY 09/30/2024 Bid security in the form of a certified check, cashier's check, or bid bond in the amount of five percent (5%) of the bid shall accompany each proposal. Bonding companies issuing acceptable bonds in conjunction with this project must hold a certification of authority to transact surety business in Arizona as issued by the Director of the Department of Insurance. All bid security shall be made payable, without condition, to the Town of Gila Bend. Said bid security shall be considered liquidated damages and shall be forfeited to the Town of Gila Bend in the event the proposal is accepted and the successful bidder fails to execute the contract and furnish the required bonds within ten (10) working days after the notice of bid award. The Town of Gila Bend reserves the right to accept the lowest, responsible bid; to consider alternatives; to reject any or all bids; and to waive irregularities of information in any bid. Bids received after the specified time of closing will be returned unopened. The Town of Gila Bend also reserves the right to hold any or all bids for a period of ninety (90) days after the date of opening.
