This Request for Qualifications (RFQ) is Being Issued by the Town of Ticonderoga (the Town) for Final Design and Construction Phase Services for a Municipal Project. The Project Will Be Funded by the New York State Environmental Facilities Corporation (NYS Efc) State Revolving Fund (Srf) Program. The Town of Ticonderoga owns and operates a combined sewer system that conveys sanitary sewage and stormwater runoff to the Town's Water Pollution Control Plant (WPCP) for treatment. The proposed projects in the Town consist of three main areas: ventilation upgrades and effluent exchange at the WPCP, other upgrades at the WPCP to meet the new total phosphorus concentration limit in the facility's SPES permit, and upgrades to the combined sewer system to further separate stormwater runoff from being directed to the WPCP in accordance with BMP 8 in the SPDES Permit and the intent of the Town's Long Term Control Plan. It is recommended that portions of the existing ventilation system be upgraded to ensure adequate ventilation and air quality throughout the process spaces, improving the working environment for plant operators. Unit processes are also planned to be upgraded to allow the plant to meet current phosphorus limits and allow for upgrades to the septage receiving system at the plant. The NYSDEC SPDES permit (NY003706) requires the Town to meet an effluent discharge concentration for phosphorus of 1 mg/l as of December 31, 2024. Lastly, the objective of the collection system work is to separate storm water from the combined sewer system and discharge the runoff to the LaChute River to reduce the occurrence of CSOs.
