All interested parties are invited to attend. Subcontractor declarations must be submitted to the above-mentioned representative no later than 4:00 p.m. on the bid opening date stated above. Project Description - The project consists of upgrades to the existing Port of Tillamook Bay Wastewater Treatment Plant to improve the quality of effluent discharge into the Trask River. The Improvements include the following: 1.) Treatment for chlorine residual using chemical de-chlorination through the addition of sodium metabisulfite (SMBS). This will consist of the construction of a small enclosure to house new chemical feed pumps and effluent sampling, as well as the installation of two manholes on the existing chlorine contact chamber to house the de-chlorination flash mixer and sampling location. 2.) Treatment to meet ammonia limits through an aerated, attached growth system placed at the end of Cell 2. This system consists of floating media modules located within one of the existing lagoons as well as blowers. 3.) This project will also consist of converting the Tillamook County Corrections Facility gravity feed line to a septic tank effluent pump system and the decommissioning of an existing pump station that will no longer be needed after the Tillamook County Corrections Facility is converted to a septic tank effluent pump system. The pump station will be replaced with a small grinder pump sized for a single bathroom. 4.) The project will replace 635 LF of existing 1-1/4'' pipe with new 2'' PVC pressure effluent pipe. It will also include installation of 575 LF of New 1-1/4'' PVC pressure effluent pipe. 5.) Electrical, building, equipment supply, and piping will be required as indicated on the plans. 6.) Replace existing influent and effluent meters. All work under this Contract must be substantially completed within 270 calendar days of the Notice to Proceed not withstanding days allotted for inclement weather in accordance with paragraph 12.03.C of the General Conditions. No bid will be considered unless fully completed in the manner provided in the Instruction to Bidders, and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total bid amount of the bid. Bid security is to be forfeited as fixed and liquidated damage should the bidder neglect or refuse to enter into a contract and provide suitable insurance certificates, bond, or other required documents for the faithful performance of the work in the event bidder is awarded the contract. All bidders must be "equal opportunity employers" and comply with the appropriate provisions of state and federal law. In addition, all bidders are required to comply with ORS 656.017 regarding workers' compensation. Bidder, Contractor, and Subcontractors are required to be registered with Construction Contractors Board. Bidder, Contractor and Subcontractors are not required to be licensed under ORS 468A.720 for asbestos abatement. Affirmative steps must be taken to assure that emerging small, minority and women-owned businesses and firms are used when possible as sources of supplies, equipment, construction and services. Pursuant to ORS 279C.505(2), all Bidders must certify with their bids that they have an employee drug-testing program in place. If awarded a contract, Bidder must provide proof of such drugtesting program when executed Agreements are returned to Owner. Each Bidder must submit a subcontractor list to the Owner within two working hours of the time for receipt of bids in accordance with ORS 279C.370 (3) and OAR 137-049-0360. This contract is public work and is subject to ORS 279C.800 to 279C.870 and Federal Davis Bacon and related acts. Prevailing wage rates for public works' contracts in Oregon are required for this project. No bid will be received or considered by the Owner unless the bid contains: 1) a statement that bidder will comply with the provisions of ORS 279C.840; 2) a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. Before starting work, the contractor and every subcontractor employed under this contract is required to have a public works bond filed with the Construction Contractors Board, in accordance with ORS 279C.830 (3), unless the contractor or subcontractor is exempt under ORS 279C.836 (4), (7), (8), or (9). Upon award of this contract, the Owner is required to pay a fee to the BOLI Prevailing Wage Rate Unit in accordance with ORS 279C.830 (2) and OAR 839-025-0200. The amount of the fee shall be one tenth of one percent (.001) of the contract price; however, the fee must be no less than $250 or more than $7,500 regardless of the contract price. The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may, for good cause, reject any and all bids upon a finding of the Owner that it is in the public interest to do so. No bidder may withdraw or modify a bid after the hour set for the receipt of bids, and thereafter until the lapse of 60 days after the bid opening. Work under this contract is funded by the Clean Water Revolving Loan Fund through Oregon DEQ and a partnership of Local and/or Private funds. Est.
