The City of Portland ("CITY" or "OWNER"), Bureau of Environmental Services ("BES") is seeking proposals for Construction Manager/General Contractor (CM/GC) Services for the Columbia Boulevard Wastewater Treatment Plant (CBWTP) Blower System and Building Improvement Project ("Project"). The Project Construction Scope includes, but is not limited to: 1. Replacing the existing blowers with four new blowers, including new motors and associated electrical and control equipment; 2. Replacing the existing motor control center (MCC) with new MCC in the blower building; 3. Removing the existing 1500KVa transformer (T3) from inside of the blower building and installing a new 1500KVa transformer outdoors; 4. Installing a new air header system connecting the new blowers to the existing aeration piping in the tunnel system next to and connected to the blower building; 5. Replacing the existing HVAC system with a new HVAC system; 6. Making structural modifications for a new electrical room; 7. Disconnecting active control input/outputs to the existing plant control console and rewiring them to secondary treatment programable logic control (PLC) panel; and then removing the existing plant control console; 8. Conducting structural upgrades to the blower building to improve seismic resiliency; and 9. Replacing the blower building roof with a new roofing system. The OWNER reserves the right to end the CM/GC's services at any time during Phase 1 and to continue with an alternate procurement if deemed in the best interests of the OWNER. If this occurs, the CM/GC will be paid the agreed upon fee for services rendered up to termination. No fees or anticipated profits will be paid for work not performed.
