The New Kent County Department of Parks and Recreation is soliciting bids from qualified firms to provide asphalt paving services for the parking lot and partial part of the trail at Quinton Park in New Kent, Virginia. Location : Quinton Park 8325 Quinton Road Quinton, Virginia 23141 804 966 8502 Site Contact Person : Jason Baldwin, Assistant Director The scope-of-work includes all time, incidental materials, labor, equipment, tools, licenses, certifications, permits, engineering, inspections, etc. to provide & install approximately 2,000 SF of asphalt to the existing trail system, 53,000 SF of asphalt to parking lot, and seal coat remaining trailway to the specifications provided below. 1. Remove & Pave Parking Lot- Approx. 53,000 SF - Remove existing asphalt and dispose of debris - Remove all existing fence and fence posts and dispose of - Regrade area adding gravel where needed and compact - Install 3" of SM-9.5A Top Course asphalt and compact - Paint parking spaces and handicap parking per Virginia State Building Code 2. Excavate and Pave Trailway- Approx. 2,000SF - Excavate area 6" and dispose of debris - Install 3" of 21 A stone, grade, and compact - Install 3" of SM-9.5 A Top Course asphalt and compact 3. Sealcoat Remaining Trailway- Approx. 19,000 SF - Clean area thoroughly with blowers and brooms - Apply industrial spot primer to oil stains - Apply hot pour crackfiller where needed (Cracks measuring 1/2"- 1" will be filled) - Apply "Master Seal" Asphalt /Water- based sealer with silicate sand and Latex additives (3- 5lbs. per Gal.) It is the intent of the IFB to award to the lowest responsive and responsible bidder. The Department of Parks and Recreation reserves the right to waive informalities in any bid received, to reject any or all bids in whole or in part, with or without cause. The Department reserves the right to reject any conditional bid and will normally reject any bid which makes it impossible to determine the intent of the bid. Work shall begin 30 calendar days after receipt of purchase order or contract and all work shall be completed in 45 calendar days. Otherwise, the contract may be terminated for convenience by either party upon 30 days written notice. There shall be no cost or surcharge for contract termination prior to the end of the contract period. Payment shall be due only for services provided prior to the termination date of the contract.
