The project includes but is not limited to the following improvements to the existing City of Manitou Springs water treatment plant. Modifications to three (3) existing mixed media gravity water treatment units, modifications to existing treatment plant control logic, new process control instrumentation, new raw water soda ash feed system, minor modifications to the existing treatment plant building, washwater recovery pond pump station upgrades and rehabilitation, ventilation modifications. The project includes but is not limited to the following improvements to the existing French Creek surface water diversion structure. Subsurface grouting, modifications to valving at existing sediment control basins, concrete retention structure rehabilitation, and new signage, The project also includes but is not limited to the following improvements to the washwater recovery impoundments at the City of Manitou Springs water treatment plant. Dewatering, hauling and disposal of recovered washwater pond solids (backwash sediment and other residuals) offsite at Contractor's selected site, subgrade preparation and all other incidentals of the work to accommodate installation of synthetic membrane in washwater recovery pond No. 2 only. The Water Treatment Plant Improvements - 2024 project will be fund ed with loan proceeds from the Colorado Drinking Water Revolving Fund (DWRF) and the Colorado Energy and Mineral Impact Fund. The contract terms and conditions require compliance with, but not limited to, the following specified rules, regulations, policies and procedures. o Davis-Bacon Act specifying minimum labor wage rates for specified labor classifications. o American Iron and Steel (AIS) provisions requiring certif ication of use of iron and steel products that are produced in the United States as specified in the Bipartisan Infrastructure Law (BIL) of 2021. o Other specified terms and conditions appurtenant to the use of funding from the Bipartisan Infrastructure Law. o The contract terms and conditions do NOT require compliance with the Build America Buy America Act (BABA).
