The project includes the rehabilitation of the BARTA Transportation Center Reading, PA To Submit a proposal on this project, DBEs shall be afforded full consideration of their response and will not be subject to discrimination. A DBE goal has been set for each contract of this project. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto A cashier's check, or an acceptable Bidder's Bond, payable to South Central Transit Authority, 45 Erick Road, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required. SCTA reserves the right to postpone, to accept or reject any and all bids from any vendor, its predecessor, successor or assigned that SCTA/RRTA/BARTA deems a non-responsible bidder, at its sole discretion, based upon prior experience with that bidder, predecessor, successor or assign. Such rejection may include rejection of subcontractors. SCTA may reject any and all bids, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest. No submissions may be withdrawn for a period of sixty (60) days after the due date set for the RFP. Proposer shall submit all questions about the meaning or intent of the RFP Documents via the "Messages/Vendor Discussions" feature in PennBid no later than seven (7) days prior to the date for receipt of submissions.
