State statutes and local ordinance require the payment of prevailing wage by all contractors and subcontractors on this job. The Town of Normal reserves the right to reject any or all proposals received and to waive any formalities in the solicitation procedures. The contract award decision will be final. The Town of Normal ("Town") requests proposals from qualified firms to design and install one Level 3 Electric Vehicle Charging Station, on publicly owned property for public use. The project is grant-funded and requires the successful firm to contract directly with the Bloomington-Normal Area Convention and Visitors Bureau ("CVB") while coordinating the project construction with Town of Normal staff. The project must be complete and operational on or before June 21, 2023. The intent of issuing this RFP is to select a qualified and experienced partner to work with the CVB and Town to install a ChargePoint Level 3 Charger on Route 66 at Sprague's Super Service historic gas station located at 305 E. Pine Street in Normal. The selected firm shall provide a turnkey project to contract, coordinate, and construct the project in its entirety by the required completion date of June 21, 2024. Grant funding has been awarded for this project but is contingent upon completion by June 30, 2024. The firm shall assume the associated risks. The Town will act as the project administrator and assist the CVB and successful firm to deliver a successful project. The Town of Normal will assume ownership of the equipment and maintenance upon completion. The formal contract will be between the successful firm and the CVB. The Historic Preservation Commission approved the project Application of Appropriateness. The work will require a no-fee permit and can begin immediately upon award of contract Deadline for written inquiries 16 January 2024 at 5:00 pm Any questions regarding this bid will be addressed at a mandatory pre-proposal conference Please direct all communications regarding this RFP to: Mark Clinch, Director of Facilities and Energy Management Town of Normal 11 Uptown Circle Normal, IL 61761 mclinch@normal.org A final scope of work will be developed by the Town and the selected firm. The items outlined below are minimum requirements. The firm is expected to perform, utilize, and/or produce, at a minimum, all the following: 1. Provide and install a fully function ChargePoint 250 Express Level 3 charging station per manufacturer requirements. 2. Provide comprehensive services in a turnkey delivery method that will cover all costs associated with installation, equipment, hardware, software, and services for a fully operational and supports ChargePoint charging station (See Exhibit 3) inclusive of relevant design recommendations for accessible electric vehicle charging (U.S. Access Board, ADA, ABA, etc.). 3. Provide recommendations for futureproofing and introducing a second charger to be paired with the charger being installed in this project. 4. Available grants for electric vehicle infrastructure deployment shall be utilized and all parameters shall be applied to this project. Matching fund requirements shall be considered a cost inclusive of the scope of work and not a direct match from the Town. 5. Serve as project manager and coordinate as necessary with representatives of the CVB and Town of Normal. 6. The fundamental scope is to provide a pad to accept the charger, pad-mounted meter pedestal with distribution panel, and underground service to an Ameren-provided power source. Prevailing wages and permits are required for this project. 7. Provide proper EV parking signage and reconfiguration of any parking stalls for EV parking, including designs needed for ADA compliance. 8. Existing Rt 66 sign will need to be rewired and fed from the new service. 9. Contract directly with the CVB and coordinate construction with the Town of Normal and Ameren. 10. On-time completion is a risk assumed by the successful firm. No funding will be available if the deadline is missed. 11. The project budget is based on a grant award of $105,000 12. See Exhibit 3 for information about the desired equipment and location.
