The Town of Normal is seeking Statements of Qualifications from professional engineering and architectural firms to assist with the implementation of the Town's community investment plan including project work in the areas of transportation, surveying, water, sewer, storm water management, GIS, parks and recreation, and architecture and MEP engineering with sub-specialties related to energy. Information regarding the Town of Normal community investment plan Selection will be in accordance with The Brooks Act, (40 USC 11) and the FHWA's requirements for Procurement, Management, and Administration of Engineering and Design related Services (23 CFR 172) to promote open competition by advertising, ranking, selecting, and negotiating contracts based on demonstrated competence and qualifications for the type of engineering and design related services being procured, and at a fair and reasonable price. The evaluation criteria and weighting for this project is as follows: staff capabilities - 40%, firm experience - 30%, technical capabilities - 20%, specialized expertise - 10%. Any questions regarding this RFQ should be submitted via email before Friday, January 5, 2024, at 12:00 PM CST. The contract awards will be made by the Normal Town Council and their decision will be final.
