Sealed bids for furnishing all labor, tools, equipment and appurtenances necessary for the improvement and rehabilitation of various road surfaces in the City of Douglas Bids can be mailed or delivered to the attention of Nikki Thompson, Purchasing Agent, City of Douglas, 123 W. Cherry Street, Douglas, Georgia 31533. Bids received after the designated time will not be considered. The City of Douglas will select the lowest responsible bidder after evaluation of all bids. The estimated budget for this project is $564,000.00. The work to be done consists of furnishing all materials and equipment and performing all labor necessary to resurface and stripe 3.06 miles of existing asphalt road surface according to the details in the specifications. The work on the project must be completed by May 31, 2024 and within 120 consecutive calendar days of the date of notice to proceed. All bids shall be accompanied by a certified check or Bid Bond, made payable to the City of Douglas in the amount of at least five (5) percent of the lump sum bid. Separate contract Performance Bonds and Payment Bonds equal to one hundred (100) percent of the contract amount will be required from the successful bidder prior to execution of contracts. The Bid Bond shall be forfeited if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract. Owners Right: Contracts shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the advertisement for bids; provided, however, that if the bid from the lowest responsible and responsive bidder exceeds funds budgeted, the owner may negotiate with such apparent low Bidder to obtain a contract price within the budgeted amount. Such negotiations may include changes in the scope of work and other bid requirements The Owner further reserves the right to reject any and all bids and to waive informalities, and to accept any bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids. All questions about the meaning or intent of the Bidding Documents are to be submitted to Jacob Lott, Engineer of Record, Lancore Engineering, P.C., at jacob.lott@lancoreeng.com , in writing.
