Bids can be mailed or delivered to the attention of Wynetta Bolder, City Clerk, City of Douglas, 302 South Madison Avenue, Douglas, Georgia 31533. All bids must have Huckaby Sports Complex Bid A - Ball Field Fence, Dugout and Concrete Improvements Bid plainly marked on the outside of each bid. Bids received after the designated time will not be considered. The City of Douglas will select the lowest responsible bidder after evaluation of all bids. The estimated budget for this project is $1,000,000.00 The work to be done consists of furnishing all materials and equipment and performing all labor necessary to replace all perimeter field fencing on three fields, replace dugouts and replace concrete walkways in selected areas according to the details in the specifications. The work on the project must be completed within 120 consecutive calendar days of the date of notice to proceed. All bids shall be accompanied by a certified check or Bid Bond, made payable to the City of Douglas in the amount of at least five (5) percent of the lump sum bid. Separate contract Performance Bonds and Payment Bonds equal to one hundred (100) percent of the contract amount will be required from the successful bidder prior to execution of contracts. The Bid Bond shall be forfeited if the Bidder fails to execute the contract and provide Performance and Payment Bonds within ten (10) days after being notified that he has been awarded the contract. The City of Douglas is committed to providing all persons with equal access to its services, programs, activities, education and employment regardless of race, color, national origin, religion, sex, familial status, disability or age. Owner's Right: Contracts shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the advertisement for bids; provided, however, that if the bid from the lowest responsible and responsive bidder exceeds funds budgeted, the owner may negotiate with such apparent low Bidder to obtain a contract price within the budgeted amount. Such negotiations may include changes in the scope of work and other bid requirements The Owner further reserves the right to reject any and all bids and to waive informalities, and to accept any bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids. All documents listed above are available for review, at the City of Douglas City Hall or office of Lancore Engineering, P.C. All bidders must receive bid package from Lancore Engineering, P.C. in order to be eligible to bid. The work described by these specifications is located within the City of Douglas. Huckaby Sports Complex is at 105 Bonwell Royal Road, Douglas, GA 31533. 3.2 The Site is further identified in the Bidding Documents. Easements for permanent structures or permanent changes in existing facilities are to be obtained and paid for by Owner, unless otherwise provided in the Bidding Documents. All additional lands and access thereto required for temporary construction facilities, construction equipment, or storage of materials and equipment to be incorporated in the Work are to be obtained and paid for by Contractor. Interpretations or clarifications considered necessary by Engineer in response to such questions will be addressed by Addenda via email to all parties recorded by the office issuing documents as having received the Bidding Documents. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered at the discretion of the Owner and Engineer
