Nevada County County is inviting proposals from qualified firms to provide construction management and inspections services (appropriate professional registration required) with the experience, expertise, and qualifications to provide Construction Management and Inspection Services for the Hirschdale Road Bridges Project. Work may include comprehensive construction management and inspection services with the construction of bridge(s) within Nevada County. Question Deadline 10/25/2023 The selected Firm will provide construction management, construction inspection services, resident engineer services, and constructability review services and will work under the direction and supervision of the County. Listed below are examples to be provided by the selected Firm. Proposals should describe the approach that the selected Firm would expect to deliver for providing these services. Construction Management and Construction Inspection o Coordinating with utility companies o Monitoring contractor performance and enforcement of all requirements of applicable codes, specifications and contract drawings o Performing field inspection and other quality control activities, including necessary materials testing o Monitoring construction schedules throughout the course of construction o Reviewing working days, contract time and documenting time extensions o Use of the Caltrans Construction Filing System shall be required on all projects unless otherwise approved by the county. o Documentation similar to the Caltrans Local Assistance Procedures Manual (LAPM) Exhibit 16-A, "Weekly Statement of Working Days" will be required in the project file. o Maintaining a daily inspector's report system that records the hours worked by persons and equipment. Detail must be sufficient to permit the review of the contractor's costs of the work in a manner similar to force account. Equipment must be identified sufficiently to enable determination of the applicable rental rates and operator's minimum wage. The narrative portion of the report shall include a description of the contractor's operation and location of work and any other pertinent information. An example of the daily report forms can be found in the Caltrans Construction Manual. o Tracking subcontractor's work. Ensuring contractor submits written request prior to substituting a contractor. o Maintaining well-organized photographic/video records. o Ensuring contractor properly provides for the safety of the workers. o Managing change orders and obtaining required local agency approval. This includes keeping track of contingency money and notifying local agency when 80% of contingency money has been used. If using federal funds a Request of Authorization for additional construction funds will be needed if change orders will exceed authorized amount. This must be done prior to the approval of change order. o Managing submittals and monitor designer's review activities. o Managing claims. o Managing contractor's Request for Information (RFI).
