Nevada County (County) in coordination with core project partners, the Town of Truckee and the Friends of the Truckee Library, herein referred to as ("County"), is inviting proposals from qualified firms with expertise and experience in library design, building in a high mountain environment, and sustainable building design to provide Construction documents including Architectural and Engineering for a New Truckee Regional Library. The County anticipates this work will progress with a phased approach to include Phase 1 of the work as defined in section 6, a pause of time for up to two years and a second phase of work to include full design and the development of construction plans and specifications. The second phase will allow for a renegotiation of cost prior to the beginning of that phase. The County's Request for Qualifications is a competitive selection process which will proceed in two phases. The method of Contractor Selection has not been Determined at this time. Evaluation of written Proposals Evaluation of Interview(s) of top-ranking firms The Project consists of a New Library Facility to be located on 10050 Brockway Road, APN 019-450-052-000. Portions of the site are currently owned by three separate agencies: Truckee Donner Recreation and Parks (TDRPD), Truckee Sanitary District (TSD) and Truckee Donner PUD (TDPUD). Lot line adjustments are underway to secure the site within one parcel owned by TDRPD. Based upon current programmatic information, the size of the library is anticipated to be approximately 20,000 square feet. However, the selected firm will be tasked to work with the Core Partners (Nevada County, Town of Truckee and Friends of the Library) and the community at large to validate or amend the current conceptual program (if needed). The County seeks a qualified firm (Proposer) with the experience and expertise with building in the Truckee region, and qualifications to provide the necessary documents to obtain a building permit to construct a new Truckee Regional Library in The Town of Truckee, Eastern Nevada County. Specifically, the County has identified a 2-acre site within Truckee Regional Park (see attachment). The selected firm will be expected to provide all engineering support including but not limited to Architectural, Civil, Structural, Electrical, Plumbing, Mechanical, Landscape, Geotech Soils engineering, CEQA, Cameras, Access Control and Specifications for all the component trades. The Architect and Engineers will need to show experience in building methods needed in extreme winter conditions with heavy snow accumulation. The selected firm will also provide construction support, meeting attendance during construction and resolution from any technical oversight found in the plans during construction. The initial conceptual design (site plan and floor plan) has been completed and is included with this RFQ. This RFQ will result in the award of one contract. This contract will be administered by the County of Nevada, or by a Joint Powers Authority to be established that will include the County of Nevada and the Town of Truckee (to be determined at the time of selection of the top ranked firm) to be effective for an approximate three year initial term, with an option to renew the contract for 3 additional one-year period(s), at the County's discretion.
