The policies and procedures of the City of Chipley, is soliciting statements of qualifications from qualified professional surveying firms that are interested in providing general surveying services for studies, design, plans production, construction management, and for other miscellaneous engineering, public works and planning projects. The City intends to award a continuing services contract to the firm deemed to be the most highly qualified to perform the required services. In determining whether a firm is qualified, the City shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements; recent, current, and projected workloads of the firms; and the volume of work. The Firm selected by the City will provide surveying services to the City on an as-needed basis, based upon task orders to be issued by the City under the continuing services contract. The contract shall be automatically renewed on an annual basis, unless terminated by the City in writing, for a maximum of three years from the date of the execution. All questions must be submitted in writing no later than October 27, 2023 to Mr. Dan Miner, City Administrator, and may be emailed to dminer@cityofchipley.com. Late submittals received after the aforementioned deadline date, either by mail or otherwise, will not be considered and will be returned unopened. The time of receipt will be determined by the time received in the City of Chipley City Hall - City Clerk's Office. It is the sole responsibility of the firm for assuring that the RFQ is received in the City Clerk's Office by the designated date and time. Any uncertainty regarding the time a qualification package was received will be resolved against the respondent. No faxed, electronic or oral RFQ's will be accepted. Award will be made to the best responsive Firm(s), but the City reserves the right to reject any or all RFQ's. The City of Chipley reserves the right to reject the RFQ of a firm who has previously failed to perform properly or complete on time contracts of a similar nature, or the RFQ of a firm who, in the sole opinion and discretion of the City of Chipley is not in a position to perform the contract. Pursuant to Section 287.133(2)(a), Florida Statutes, interested firms who have been placed on the convicted vendor list following a conviction for public entity crimes may not submit a proposal on a contract to provide services for a public entity, may not be awarded a consultant contract, and may not transact business with a public entity for services the value of which exceeds $35,000 for a period of 36 months from the date of being placed on the convicted vendor list. The City of Chipley, Florida, in conformance with the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, and the policies and procedures of the City of Chipley (City) is soliciting statements of qualifications from qualified professional surveying firms that are interested in providing general surveying services for various planning and public works studies, design, plans production, and construction management services. The City intends to award a continuing services contract to the firm deemed to be the most highly qualified to perform the required services. In determining whether a firm is qualified, the City shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements; recent, current, and projected workloads of the firms; and the volume of work. The Firm selected by the City will provide surveying services to the City on an as-needed basis, based upon task orders to be issued by the City under the continuing services contract. The continuing services contract shall automatically be renewed annually, for up to a maximum of three (3) years in total, unless otherwise terminated by either party, in writing, giving 30 days notice. The scope of work to be performed under task orders issued under the continuing services contract may consist of but will not necessarily be limited to the following: data collection, planning and surveying for design, preparation of construction plans and special provisions, and construction phase surveying services for rehabilitative or new construction. All work shall be performed in accordance with the Minimum Technical Standards for surveys as adopted by the Florida Board of Professional Surveyors and Mappers. Interested firms must be experienced in providing surveying services for projects of a scope and nature comparable to those described. The use of qualified subconsultants for specialty work is acceptable. To be considered, the firm shall be a licensed professional in accordance with Florida State law and be familiar with all applicable State of Florida, Northwest Florida Water Management District, Washington County and City of Chipley codes, regulations and laws.
