The scope of work includes the procurement of the highest quality security cameras, associated equipment, software, design, installation, implementation, configuration, testing and training available within the project budget., The selected vendor will recommend the type and number of security cameras needed within each facility as well as potential replacement of existing security cameras with the goal of obtaining wallto-wall and/or full facility coverage. The selected vendor will make recommendations for additional equipment needed to improve the surveillance at each designated location. City of Lawndale, California (City) is soliciting Requests for Proposals (RFPs) from qualified vendors for the procurement, design, installation, configuration, maintenance and training of an IP-based integrated security surveillance system and centralized management system for the following four City-owned facilities in the City of Lawndale. The goal of this RFP is to secure the services of a qualified vendor who will design, procure and install a modern security camera and centralized management system that will allow high quality footage to be recorded on a Network Video Recording (NVR) system that will be remotely viewable from any City work station or mobile device(s) whether inside or outside the City. Background: Locations B, C, D and E above currently have existing security camera systems. However, the existing security camera systems have inadequate facility coverage, such as too few cameras and poor video review quality. In addition, the existing security cameras are of different models and capabilities that are not compatible. Each of the existing systems has a different type of hardware, and footage can only be viewed on-site via a computer monitor. The existing cameras include various resolutions such as: Standard Definition (SD) in some cases and High Definition (HD) in others. The scope of work includes the procurement of the highest quality security cameras, associated equipment, software, design, installation, implementation, configuration, testing and training available within the project budget., The selected vendor will recommend the type and number of security cameras needed within each facility as well as potential replacement of existing security cameras with the goal of obtaining wallto-wall and/or full facility coverage. The selected vendor will make recommendations for additional equipment needed to improve the surveillance at each designated location. The security camera system at each location shall include the following elements and features, but not be limited to: A. Avigilon Camera System or similar system, compatible with the existing system; B. A centralized management system which will allow remote access from each designated location to an isolated area at which meaningful footage can be reviewed; C. A system which records on motion while automatically adjusting to daylight and nighttime conditions; D. A system in which footage can be viewed remotely from any location inside or outside the City via computer and/or mobile device(s); E. A system in which critical footage can be extracted and emailed to other City personnel and/or outside public safety entities and applicable workstations; F. A system that will monitor each of the designated facilities from wall-to-wall, or full facility coverage; G. A system that will allow for facility expansion by allowing additional security cameras to be installed at any location in the City; H. A system that includes the highest definition cameras within the project budget such a 2K, 4K, etc.; I. A system able to decipher fine details such as, facial features, clothing, attire and colors, graffiti content, resulting vandalism, license plates, texts, etc; and J. A centralized management system which allows for remote adjustments of focus settings, camera angles and positioning, or similar adjustments. The City will consider any additional features suggested by the selected vendor with the interest in improving the system and obtaining the highest quality system that the budget will allow. Potential proposers and City staff will remain at each facility until all potential proposers have had an opportunity to ask questions and get a solid grasp of the challenges presented at each facility. RSVP and attendance is mandatory; it is strongly recommended that all potential proposers attend the site/job walk to understand the scope of the project. Proposals that arrive to the City after the proposal submission deadline, will not be included in the City's review process. In addition, proposal modifications will not be accepted after the RFP closing date and time. Please note that the City's administrative offices are closed on Fridays, Saturdays, Sundays and City-observed holidays. Please plan accordingly if you are hand delivering your proposal response as physical drop-off opportunities will not be available on Fridays, Saturdays, Sundays and City-observed holidays. Any questions regarding this RFP, its content or procedural matters should be submitted via email no later than Monday, October 30, 2023, at 10:00 a.m. to the individual referenced below. Questions can be sent via US mail; however, the City encourages proposers to submit questions via email for the quickest possible turnaround time. An addendum responding to all questions submitted on or before the deadline will be provided to all proposers on the distribution list as mentioned in Section 15, Proposal and Project Timeline on pages 9 and 10. The City reserves the right to reject any and all proposals and rebid the project by issuing a subsequent RFP, or the City may waive any irregularities or informalities in any proposal or in the proposal process should it deem this necessary for the public good. The City also reserves the right to reject the proposal of any vendor that has been delinquent or unfaithful in any former contract with the City or another agency at which a contract was defaulted. No proposer who submitted a proposal on or before the deadline may withdraw its proposal for a period of sixty (60) days after the date from the opening thereof.
