Tipton High School Renovation Package 2 will consist of improvements to facilities operated by the Owner and located in Cicero Township, Tipton County, Indiana. Work will consist of renovations to the existing Administration Area, Media Center, Classrooms and Gymnasium. Complete bids must be received by a prequalified bidder, for the scope of work, on or before the date and time listed above in the publication to be considered valid. Bids received by the Construction Manager after the date and time listed above, as determined in the sole and complete discretion of the Construction Manager will be returned to the bidder unopened and not considered by the Construction Manager. Bids received by a non-prequalified bidder will be returned to the bidder and not considered by the Construction Manager. Any delivery issues, or technical issues not allowing the bid to be properly received will be the sole responsibility of the bidder. If a bid is submitted by mail, the post office becomes the agent of the bidder and not that of the Construction Manager or the owner. Do not fax or e-mail bids. Facsimile bids or bids received via email are not accepted and will be returned to the bidder without consideration by the Construction Manager. Bid opening: bids will be opened publicly and read aloud at the time indicated above. Due to the covid-19 virus pandemic, the bid opening may be changed to a zoom meeting and may be decided by the Construction Manager up until the time of bid submission. In the event this occurs, instructions for the bid opening link will be provided to all prequalified bidders. PRE-BID MEETING: Two (2) mandatory pre-bid meetings for interested Prime Contract Bidders will be held prior to the bid date. Both pre-bids will be held at the project location at Tipton High School Main Entrance Admin Office, 619 S Main Street, Tipton, IN 46072 in the high school library. Bidders are only required to attend one of the two pre-bid meetings. If a bidder does not attend at least one of the mandatory pre-bids, it will not be a prequalified bidder permitted to participate in the bid process and any bid received will be rejected by the CMc and not read aloud. CONTRACT TYPE: As previously stated, the Tipton High School Renovations Package 2 will be constructed utilizing the Construction Manager as Constructor (CMc) delivery method for public work. The Construction Manager will contract with prequalified first-tier subcontractors for lump-sum contracts for bid items listed in the contract documents. Each proposal shall include all labor, equipment, and materials necessary to complete the project in strict accordance with the Construction Drawings, Project Schedule, Project Contract Manual, Technical Specifications, local laws/guidelines, etc. SUBCONTRACTOR PREQUALIFICATION: Due no later than Monday October 30, 2023, a bidder must be prequalified specifically for the work set forth in such bidder's bid in connection with the Tipton High School Renovations Package 2 Project by the CMc, in its sole and complete discretion. The completed prequalification forms with attachments shall be submitted via email only to Brad Whitaker or Adam Owens at the CMc. Financial information will be kept confidential. Once all information submitted by a potential bidder has been reviewed by the CMc, such potential bidder will be notified in a reasonably prompt time period whether such potential bidder has been approved by the CMc as a prequalified bidder. The lack of notification or delayed notification by the CMc does not constitute an automatic approval of such potential bidder as a prequalified bidder. It is the bidder's responsibility to follow up with the CMc to inquire about the status of the review prior to submitting a bid for the Tipton High School Renovations Package 2. The CMc reserves the right to determine a potential bidder is not prequalified if the potential bidder fails to file the prequalification forms in a complete manner or outside the parameters and timeline described above, each as determined in the sole and complete discretion of the CMc. Review and scoring of the prequalification documents and any decisions made regarding the prequalification will be done solely by the CMc and considered final. Bids received by a nonprequalified bidder will be returned to the bidder and not considered by the CMc. Taxes, permits, inspections: all bids shall be submitted without inclusion in the bid price for the amounts, if any, of indiana state gross retail and use tax ("Sales tax") for materials and properties that are to be purchased by the bidder that will become a permanent part of the tipton high school renovations package
