Complete the excavation (per Contractor's specifications) prior to the arrival of the contractor on site. Provide traffic control and safety measures required by the project. Restore site to original conditions. Windham Water Works reserves the right to reject any or all bids, should the Town deem it to be in the public interest to do so, or to delete or reduce the scope of any work to bring the cost within available funds. The Town of Windham allows a ten percent (10%) local town-based bidder preference (Town Ordinance / Resolution No. 984) for projects of more than five thousand dollars ($5,000) and less than one million dollars ($1,000,000).
