Duration/Completion: Project Complete ready for use, No Later Than, 11/29/2024. Prime Contractor shall be pre-qualified prior to submitting bid; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of Notice To Proceed (NTP). Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement. The Work consists of providing new infrastructure improvements to Pacific Northwest National Laboratory's Richland WA North Campus. The PNNL Richland North Campus improvements include utility infrastructure, grading, a paved access road and pedestrian paths with lighting that will support future facility buildings. Utilities infrastructure includes potable/fire protection water, irrigation water, sewer, power, and communications. Chilled water and heating hot water distributions will be run to a new Central Utility Plant (CUP) ordered as one prebuilt unit and installed on a pad as part of this contract. The work includes providing labor, materials, equipment, and subcontracts to Battelle on a Firm Fixed Price basis, at locations operated by Battelle for the Department of Energy, (DOE). This contract will also be responsible set up and maintenance of temporary fence panels and solar light plants for the already newly constructed Laydown Yard where materials and pipe for this project are to be offloaded and stored until installation for the duration of the project. Inquiries: All inquiries shall be sent to: garrett.hyatt@pnnl.gov Requests for Clarification / Interpretation: If the Bidder finds discrepancies, omissions, or is in doubt as to the true meaning of any part of the contract documents, Bidder MUST submit a WRITTEN request for clarification or interpretation using Request for Information (RFI) form and address it to the Contract Specialist listed on Page 1, no later than 3:00 p.m. Pacific; 10/10/2023. Submittals may not be considered if submitted after this time. Bid Guarantee [Adapted from FAR 52.228-1 (Sept 1996)] (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The Proposer shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to Battelle, postal money order, certified check, cashier's check, or irrevocable letter of credit. Battelle will return bid guarantees, other than bid bonds-- (a) To unsuccessful Bidders as soon as practicable after the opening of bids; and (b) To the successful Bidder upon execution of Contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000, whichever is less. (d) If the successful Bidder, upon acceptance of its bid by Battelle within the period specified for acceptance, fails to execute all Contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the Bidder, Battelle may terminate the Contract for default. (e) In the event the Contract is terminated for default, the Bidder is liable for any cost of acquiring the Work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
