Bids may also be submitted to the Qualified Purchasing Agent/Purchasing Manager or his designee at the bid opening meeting, prior to the advertised date and time. On the advertised date and time, the Qualified Purchasing Agent/Purchasing Manager shall publicly receive and open all bids.
