In Summary, the work performed under the terms of this Specification consists of the closure of nine (9) open mine portals according to these plans and specifications, and revegetation of all disturbed areas on the site known as Upper Elk Creek Portals II Project for the Commonwealth of Virginia. The job site is located off a surface mine road off Upper Elk Creek Drive near Hurley, Virginia. Construction work time will be 30 calendar days after receipt of Notice to Proceed. Attendance at the pre-bid conference will be evidenced by the bidder or their representatives signature on the pre-bid conference attendance roster. No one will be admitted to the pre-bid conference after 11:00 A.M (EST). Any changes resulting from the Pre-Bid conference will be issued in a written addendum to this IFB. Contractors will need to have hazard training before entering Buchanan Mining property. Training will take place directly following the pre-bid conference Work Location:The Upper Elk Creek Portals II project is located off SR711 (Upper Elk Creek Drive), Hurley, Virginia. All Inquiries for information should be directed to: jillian.bullock, (276) 455-6979, or by email at: jillian.bullock@energy.virginia.gov Each bid shall be accompanied by a bid bond or guarantee of five percent (5%) of the amount of the bid, which shall be a certified check, cash escrow or a bid bond payable to the Treasurer of the Commonwealth of Virginia. The successful bidder shall deliver to the purchasing office executed Commonwealth of Virginia Standard Performance and Labor and Material Payment Bonds, each in the sum of the contract amount, with the Commonwealth of Virginia as obligee. The surety shall be a surety company or companies approved by the State Corporation Commission to transact business in the Commonwealth of Virginia. No payment shall be due and payable to the contractor, even if the contract has been performed in whole or in part, until the bonds have been delivered to and approved by the purchasing office This public body does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against a bidder because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status, or any other basis prohibited by state law relating to discrimination in employment. Faith-based organizations may request that the issuing agency not include subparagraph 1.e in General Terms and Conditions C. Such a request shall be in writing and explain why an exception should be made in that invitation to bid or request for proposal.
