The Owner reserves the right to reject any or all bids and to waive any formalities, informalities and irregularities in the bidding. No bids may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the consent of the Owner. The General Contractors or contractors submitting bids or being considered for this work shall be licensed in the State of Georgia or shall be a specialty contractor who offers or contracts to perform or undertake or perform specific trade work and do not have to hold a license as a residential or general contractor if they are performing work within their specialty.
