Pre-Solicitation Notice 36C252-23-B-0027 Project: Building 228 Renovate HVAC Controls & Windows Project Number: 578-22-028 Location: Hines VA Hospital 5000 S 5th Avenue Hines, IL 60141 The Hines VA Hospital has a requirement for the following: Update Building 228 HVAC Controls and hardware to DDC, re-pipe the existing radiant heating panels into two, separate loop systems, and bring the entire building under one comprehensive system. Replace the window seals on an estimated 100 windows throughout the entire building. The contractor shall provide supervision, labor, tools, material, equipment, and supervision necessary in accordance with provided construction documentation. The Period of Performance is 605 calendar days from the Notice to Proceed (NTP). A Phasing Plan will be provided in the solicitation scope of work. The NTP shall be issued approximately 10 calendar days after award once required payment and performance bonds and certificate of insurance is provided. The project magnitude price range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial & Institutional Building Construction); size standard $45.0 Million applies. The solicitation, specifications and drawings will be posted on www.SAM.gov. Two Pre-bid conference/site walk-throughs will be scheduled, details to be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.gov. The solicitation will be issued on or about August 15, 2023, with the bid opening on or about September 19, 2023. The bidder is responsible to monitor and download any amendments from SAM.gov which may be issued to this solicitation. REMINDER: Contractors that provide a bid must complete and include with their bid a signed certificate provided in VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. A signed certification must accompany the bid to be considered for award. The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range.
