This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 25, 2023, at 9:00 AM at the Region One/District One Office in Schaumburg. The department anticipates this project will be delivered using the Construction Management/General Contractor (CMGC) method as defined in the Department's Innovative Project Delivery Draft Manual and Guidelines. The Consultant will have the role of Engineer of Record (EOR) whilst developing the Phase II Engineering scope of work relevant to this project. Refer to the Manual and Guidelines for the various roles and responsibilities under the CMGC delivery method. In general, the role of the EOR develops the Phase II design to a level that allows a CMGC to prepare a price and schedule for the project. The EOR will work collaboratively with the CMGC and the department to develop the technical details to build the project. The department and the CMGC will negotiate a Guaranteed Maximum Price (GMP) for the construction management and construction based on the information prepared by the EOR.
