BASIS OF AWARD: Price shall be fair market value for materials, labor, and supplies represented in the specifications necessary to complete the project, and must include all taxes, all incidental expenses, and all direct and indirect costs. Bid price is assumed to be best and final offer. Award will be made based on Lowest Price Technically Acceptable (LPTA) best value to the Government. Best Value is a combination of total price offered and technical approach of the proposal. Must have an active SAM registration at time of award to be considered. If SAM registration is not active at solicitation response date, your offer may be rejected. Delivery: 08/13/2024 Period of Performance: 08/14/2023 to 08/13/2024 A.1 INTRODUCTION Furnish and install interior plumbing, water softener, pressure reducing valve, tankless gas water heaters, timing switches for showers and automatic on/off/flush sensors for toilets and faucets. The project is located in the Valley of Fires Recreation Area, 6158 US 380, Carrizozo, NM. A.2 BACKGROUND The existing shower building contains a plumbing room with 2 tankless gas water heaters, piping, water softener, connections to 6 showers (with timing units), 6 toilets and 2 urinals. The plumbing system is also connected to 8 faucets. The plumbing is split between a men's and women's bathroom and the items listed above are in total and include both bathrooms. Contractor is responsible for all removal and replacement necessary to complete the upgrades. All material installed shall be new and NSF 61 or NSF 14 certified, with the exception of automatic toilet flush devices. Materials removed by contractor in order to complete the project shall become property of the Contractor. A.3 SCOPE OF WORK Furnish and install sediment filter. Furnish and install 60,000 grain water softener. Furnish and install two tankless gas water heaters. (Navien or equal) Furnish and install 6 automatic flush sensors for toilets. Furnish and install 2 automatic flush sensors for urinals. Furnish and install 8 automatic on/off sensors for bathroom faucets. Furnish and install 6 timing switches for showers Furnish and install 1 pressure reducing valve Furnish and install new interior pex plumbing pipe as necessary to replace all exposed existing water pipe in the plumbing room. Diameter of new pipe shall match existing pipe. Existing shut-off valves shall be replaced with pex shut-off valves. Contractor shall verify existing pipe size and plan for up to 300 linear feet of pipe replacement. See pictures attached for background. Drain, waste and vent line replacement is not within the scope of this project and Contractor will not remove or replace these lines except as necessary to install new gas tankless gas water heaters, new sediment filter and new water softener. Any questions must be submitted in writing to the Contract Specialist by August 9, 2023, at 1600 Mountain Standard Time (MST).
