The County of Lincoln intends to contract with a single Company/Contractor for the accomplishment of repair, alteration, modernization, rehabilitation, demolition and construction of structures, debris removal, flood control structures, roads, bridges or other public works projects that may be impacted during an emergency and post emergency event(s). It is intended that this contract will be awarded to a single company or contractor who will obtain and manage sub-contractors to accomplish the afore mention services, The initial term of this agreement is for one (1) year with an option to renew annually up to (3) three additional years upon the agreement of both parties and under the same terms and conditions as the original contract. The scope of the procurement consists of procuring a company to provide debris removal and disaster recovery related services. The term of this contract shall be for one (1) year. The County reserves the right to extend this contract, on an annual basis (or any portion thereof) and by mutual agreement, for up to three (3) additional years. Under no circumstances will the term of this contract, including any extensions thereto, exceed four (4) years. This procurement will result in a single source award. Lincoln County is seeking an appropriate contractor to assist with debris removal and disaster recovery and related services resulting from current and future events. The need results from the South Fork/Salt Disaster Declaration DR 4795 and other directly related emergencies or disasters during the term of this contract including unforeseen future events. The awarded firm will provide services for all existing open and future disaster recovery efforts; related to declared emergencies or disasters that any debris removal, structure repair, construction and/or restoration that might be deemed necessary; including managing sub-contractors during the period(s) that any debris removal, structure repair, construction and/or restoration that might be deemed necessary during urgent or emergency status and throughout the recovery period. These services are intended to for future and current disaster and recovery efforts and to include post-fire response efforts resulting from the South Fork Fire and Salt Fire in Lincoln County, New Mexico and the subsequent flooding. The affected areas were declared as part of Federal Disaster FEMA-4795-DR-NM on June 20, 2024, qualifying them for federal assistance. Authorized Federal assistance includes Category A Debris Removal and Category B Emergency Protective Measures. The County reserves the right to accept all or a portion of an offeror's proposal.
