Pre-construction and Lease-leaseback Construction Services for Office Building Tenant Improvements, Annex Building Alterations, and Site Improvements. The Placer County Office of Education (PCOE) is seeking proposals for the modernization of an office building, conversion of an office into a warehouse and a playground improvement. The office modernization project is located in Rocklin, CA. The address is 1400 W Stanford Ranch Rd, Rocklin 95765. The office conversion into a warehouse is located at 365 Nevada Street, Auburn 95603. The playground improvement is located at 360 Nevada Street, Auburn 95603. All three locations are considered one project for the purposes of selecting a contractor. Every respondent should address the three separate project locations and submit a cost proposal for each location and a total for the entire project. This is a hard bid Lease Lease-Back project. The final contract documents will be provided to the finalist upon selection. To submit a proposal, Respondents must be properly licensed by the California Contractors State License Board and registered with the Department of Industrial Relations ("DIR") as required by law. Only Respondents who have been prequalified by the County Office in accordance with Public Contract Code section 20111.6 are eligible to respond to this RFQ/P. Pre-Qualification must be completed . The selected developer will be required to comply with the prevailing wage requirements, the skilled and trained workforce requirements, and the County Office's bonding and insurance requirements The selected developer shall be required to work cooperatively with County Office staff, the Governing Board, all other technical consultants, the architect, the project inspector, and any program and/or construction manager, if any, retained by the County Office for the Project, other County Office committees, and the community at large to deliver a timely and professional completion of the Project. The selected developer and its subcontractors shall comply with all applicable federal, state and local laws regarding COVID-19, including Vaccination and Testing Requirements. The Project is further defined in the attached APPENDIX B. Respondents' Proposal shall include Respondent's proposed fees and costs to perform the Project if the Respondent is awarded the contract. The County Office intends to select one Respondent that best meets the County Office's needs to perform the Project. The criteria on which the County Office makes its determination will be based on the County Office's adopted best value methodology and criteria provided in this RFQ/P. Lease-Leaseback Structure The Project will be funded from various sources, and any agreement reached will conform to the statutory framework for the lease-leaseback delivery method pursuant to Education Code section 17406, et seq. Financing for a portion of the construction of the Project will be included in the final contract agreement. During construction, the County Office shall pay tenant improvement payments. Once the Project is complete, the developer shall lease the completed facilities back to the County Office for a pre-determined monthly lease payment amount. However, the County Office intends that the lease will include an early termination payment option for the County Office.
