Florence County is accepting proposals from qualified vendors to construct two (2) new tennis courts and three (3) new pickleball courts at Lions Park in Lake City, SC in Florence County. All questions pertaining to this RFP must be submitted in writing via Vendor Registry no later than Wednesday, August 02 @ 3:00pm. Only written questions will be considered formal. Answers to all questions submitted will be posted on the Vendor Registry website. It is the responsibility of the proposer to be look for the addendum to be posted and acknowledge the addendum in the proposal. .Each bidder must registered with Vendor Registry to receive all addendums in conjunction with this project via e-mail. It shall be each bidders responsibility to assure that all addenda have been received. No claim for failure to receive addenda will be considered. Offerors mailing a proposal should allow sufficient mailing time to ensure timely receipt. The County is not responsible for proposals delayed by mail and/or delivery services of any nature. Proposals must be made in the official name of the firm or the individual under which business is conducted (showing the official business address) with the signature by a person duly authorized to legally bind the person, partnership, company or corporation submitting the proposals. Proposals must be valid for a minimum of ninety (90) days. Upon receipt by the County, the proposal shall become the property of the County, without compensation to the offeror, for disposition or usage by the County at its discretion. The County shall have the sole discretion in evaluating both the proposals and the qualifications of the offerors. The County reserves the right to reject any and all proposals and is not bound to accept any proposals, if the proposals acceptance is contrary to the best interest of the County. The particulars of any proposals will remain confidential until a contract is signed with the successful offeror(s). Florence County under Title VI of the Civil Rights Act of 1964 and related statutes ensures that no person shall on the grounds of race, color, national origin, sex, disability, and age, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity it administers. Minority Business Owners (minority or woman owned businesses) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for an award. It is the policy of the County that minority business and women owned business enterprises (MBE/WBE) have an opportunity to participate at all levels of contracting in the performance of County services to the extent practical and consistent with the efficient performance of the contract. In accordance with the requirements of the Title II of the Americans with Disabilities Act of 1990 (ADA), the County of Florence, South Carolina will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs or activities. Florence County reserves the right to engage in discussions with any or all responsible responders who submit proposals for the purpose of clarification to assure full understanding of and responsiveness to this request. SCOPE OF WORK/SERVICES 1) Construction of the Court Pads: Mobilization Install construction entrance, strip topsoil and stock Import select fill for subgrade stability Prep area to install new 180ft x 120ft pad for 2 (two) tennis courts and 3 (three) pickleball courts Import base stone to create 4" base and compact Grade site for drainage per USTA standards Import bast stone as needed and compact. Install 10 net post sleeves in concrete for permanent posts Install 2" of fine topping asphalt on 120ft x 180ft court Backfill topsoil to edge of court 2) Fencing for Two (2) New Tennis and Three (3) New Pickleball Courts 60 x 60 x 120 Install new 10ft black vinyl fencing around new tennis and pickleball courts 9 gauge black vinyl fencing fabric Standard 4ft gate w/latch 3) Court Coating/Layout/Nets: Apply 2 (two) coats of leveling resurfacer (base coat) Apply 2 (two) coats of color to playing surfaces and 2 (two) coats to out of bounds areas. Colors to be chosen by owner. Up to 2 (two) colors. Stripe for 3 (three) regulation pickleball courts and 2 (two) tennis courts using 2 (two) coats of texturized white line paint Set new pickleball posts (6), new pickleball nets (3), new tennis posts (4), new tennis nets Clean site
