A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda Counties. The Maximum Contract Amount is $5,000,000.00. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 16.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Concrete; Construction Traffic Control Services; Earthwork and Paving; Electrical; General Engineering Construction; Hazardous Waste and Remediation Services; Landscape; Lenel System Integration; Painting / Waterproofing; Pipeline; PLC System Integration; Solar Contractors; Tree Service; Well Drilling; and Well Pump Repair. The specialized scopes of work with specific and special licensing requirements include electrical work with high-voltage distribution systems that will require a C-10 license; extensive pipeline relining will require a C-33 license; solar panel installation, which will require a C-46 license; well-drilling, which will require a C-57 license; well pump repairs for the groundwater program in the regional water system, which will require a D-21 license; tree removal work within the SFPUC watersheds that will require a D-49 license and be a licensed timber operator (LTO) with previous working relationship with SFPUC biologists; and security system improvements that will require Lenel certified system integrators. A Class "A" California Contractors License is required to bid. In addition to an A-License, the prime bidder must have successfully completed work on three public works projects within the past ten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
