Proposals must be upon the forms furnished by the AVNCOG and be accompanied by a certifiedcheck or bid bond in the amount of ten percent (10%) of the total bid made payable to the Allegheny Valley North Council of Governments, as guarantee if the Bid Proposal is accepted, the successful Bidder will enter into an Agreement with the AVNCOG upon Notice of Awardofthe Contract. All contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act). "Compliance is required with the Pennsylvania Wage Act of 1961, P.L. 987, No. 442; TitleVI andother applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal OpportunityClause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); ExecutiveOrder 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of RehabilitationAct of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBEProgramenacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female BusinessEnterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-OwnedSmall Businesses. ALL CONTRACTORS MUST ACQUIRE BID DOCUMENTS FROM SENATE DIRECTLY IN ORDER TO BE AN ELIGIBLE BIDDER.
