Submitted bids shall reflect an accurate assessment of the aggregate cost to complete the Project, and alternatives for the individual costs to complete each portion (i.e., each separate property) of the Project, in accordance with applicable law and the Contract Documents. The Project consists of the asbestos remediation, demolition of structures on, removal of debris from, and the grading and seeding of, the properties identified as follows: 538 E Oak St Watseka, Illinois 301 N 2nd St Watseka, Illinois 210 W Ash St Watseka, Illinois 214 W Ash St Watseka, Illinois 216 WAsh St Watseka, Illinois Written reports of asbestos inspection results are being supplied to contractors as a part of the Contract Documents. The submission shall be addressed to the City, identify the Project as the FLOOD MITIGATION DEMOLITION PROJECT - PHASE XIV, and shall identify the name, address and telephone number of the contractor. Bids submitted by facsimile or email will not be accepted. Bids shall conform to the instructions of this call and other Contract Documents, and shall be submitted on original forms provided by the City. Each bid shall include completed and executed Contract Documents and Bid Security. All documents required to be signed as a part of the bid shall be executed by a representative authorized to make a binding commitment on behalf of the contractor. Incomplete bids may deemed unresponsive and may be rejected by the City in its discretion, 5. Each contractor submitting a bid shall include a cashier's check, certified check or bid bond (AIA Document A310) guaranteeing its offer to contract with the City if awarded the same and to perform and complete said work in accordance with its bid and the Contract Documents. The security shall be made payable to the City, without condition, in an amount of no less than ten percent (10%) of the aggregate bid amount. The contract shall be awarded at the regular meeting of the City Council scheduled for August 22, 2023. Review, evaluation and awarding of the bid shall be governed by the Bid Evaluation Guidelines, 7. Bids may be withdrawn prior to the expiration of the bidding period, but any such withdrawal shall disqualify the contractor from the Project. No bid shall be withdrawn after the bid opening until the earlier of the consent of the City or forty-five (45) days following the expiration of the bidding period, as may be extended. 8. Any contractor awarded the contract for the Project will be required to post a performance bond and labor and material payment bond in a penal amount equal to the contract price. The Project calls for the construction of a "public work", within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/0.01. et seq, (the Act). The Act requires contractors and subcontractors to pay laborers and workers performing services on public works projects no less than the "prevailing rate of wages" (hourly cash wages plus fringe benefits) in the county where the work is performed For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties. For the entire duration of this work under the Contract Documents, the Contractor shall conform to the federal and state statutes on equal opportunity and fair employment. Submission of required certified payroll records will be required prior to payment by the City to the Contractor. 9. The City encourages the participation of businesses owned by Minorities, Females and Persons with Disabilities in the implementation and execution of the Project, either on a direct basis or through subcontracting efforts. DBE requirements for the Project are consisted with State of Illinois DBE requirements. A DBE Form must be submitted as a part of a Contractor's bid. 10. The City shall provide an opportunity to all Contractors desirous of bidding on the Demolition. During the walkthrough, Contractors may inspect or cause to have inspected the Building Structures 11. This call shall not create any legal obligation on behalf of the City to evaluate any bid that is submitted by a contractor, or to enter into any contract with a contractor submitting a bid. The City reserves the right to (1) cancel or modify this call or the contract documents in whole or in part; (2) reject any or all bids submitted; (3) waive non-material formalities and technicalities deemed appropriate: (4) postpone bid opening; (5) issue a call for new bids: and/or (6) award the contract for the Demolition Project in whole or in part, or to one or more contractors.
