Project scope of work: The Georgia Comprehensive Solid Waste Management Act of 1990 authorizes the EPD Director to take preventive or corrective actions where the release of contaminants presents an actual or potential threat to human health or the environment. O.C.G.A. 12-8-27.1(a)(2). The abandoned Fauconniere Buckeye Cellulose Industrial Landfill will need to be properly closed to address existing and potential environmental impacts. The following activities are required for closure: o Install and improve existing site access controls o Properly remove and dispose of any waste not appropriate for unlined solid waste disposal facilities on the surface of each landfill site (creosote railroad ties, machinery, etc.) o Clear and grub each disposal site o Install and improve existing erosion and sedimentation (E&S) controls o Grade site to ensure positive drainage off the waste mass o Install final cover system o Abandon three (3) groundwater monitoring wells o Construction quality assurance and control GSFIC will use the e-Builder Project Management system to receive, review and store contractor bids and supporting documents. The Material Completion Date is 180 calendar days from the date of Notice to Proceed. Grassing and seeding will need to take place on April 15, 2024
