The Project includes a parking lot expansion, concrete slab and foundations, installation of two (2) purchased pavilion packages, landscaping, utilities, and associated stormwater management systems. Bid bond or certified check for 10% of the total base bid payable to "East Hempfield Township" shall accompany each bid; to be forfeited as liquidated damages should the bidder default in execution of the contract within 10 days after notice of award of same. The non-collusion affidavit must be executed and submitted with the bid. A performance bond in the amount of 100% of the contract price will be required. The project cost is greater than $25,000 and shall be bid utilizing PA Prevailing Wage Rates. A completed Public Works Employment Verification Form shall be submitted with the bid package. CONTRACTOR shall furnish performance and payment Bonds, each in an amount 100% of the Contract Price as security for the faithful performance and payment of all CONTRACTOR's obligations under the Contract Documents The Township reserves the right to waive irregularities in, or reject any and all bids. The Owner reserves the right to reject any or all bids. Without limiting the generality of the foregoing, any bid which is incomplete, obscure, conditional, not on the prescribed form, or otherwise irregular, or which has erasures or corrections in prices, or which include additions or deductions not called for, or uninvited alternate bids, or in which unit prices are omitted or are obviously unbalanced or which is not accompanied by required bid security, may be rejected. All questions shall be submitted Electronically The Contractor shall within fifteen (15) calendar days after the date of notice to proceed, proceed with the work required under this contract and continue with the work continuously until completion. The project must be completed in Ninety (90) days from the date of notice to proceed. Delays for inclement weather shall be at the discretion of the Township Engineer. In case of failure on the part of the Contractor to complete the work within the time fixed or any extensions thereof, the Contractor shall be liable to the Township for and shall pay to the Township the sum of $300.00 each calendar day of delay from the date stipulated for the completion of the work. *The value for this project is based on a financial range.
