Union City Board of Education 3912 Bergen Turnpike Union City, New Jersey 07087 Notice is hereby given that sealed Bids will be received by the Union City Board of Education ("Board") for the furnishing of all labor, material, equipment, and other facilities necessary for, or incidental to, the construction of the Jefferson School Playground Improvements, inclusive of demolition of existing site elements, on the site located at 3400 Palisade Avenue, Union City, New Jersey 07087. The Project consists of one (1) Base Bid and one (1) Alternate Bid. The Base Bid consists of the installation of a new basketball court, trellis shade structures, an ADA accessible ramp to the school's entrance on 35th Street, and various playground improvements. Work shall also include the installation of concrete sidewalk, tinted concrete sidewalk, concrete wall with stone banner, playground perimeter curb, decorative aluminum fences and gates, black vinyl chain-link fence, chain-link security gate, scalloped fence and gates, wind screen, ADA-compliant tree grates, landscape improvements, basketball court and site lighting improvements, drainage improvements, and other improvements depicted on the Construction Plans. Alternate Bid 'A' includes the installation of an acrylic basketball court surface to the proposed basketball court. The Project will be awarded as a single overall contract in accordance with NJSA 18A:18A-18(b) (2). Contract SOC-1 Single Overall Contract Contract documents and drawings for the proposed work (the "Contract Documents"), which have been prepared by Carl P. O'Brien, P.E., of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting), are available electronically or via delivery by common carrier by making a request to linda.boyer@collierseng.com. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. In the e-mail message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. No Pre-Bid meeting is required or scheduled for this project. Proposals must be made on the standard proposal forms in the manner designated in the Bidding Documents and must be enclosed in a sealed envelope bearing the name and address of the Bidder and the words: "Sealed Bid Jefferson School Playground Improvements Project". The envelope must be addressed to Anthony N. Dragona, Ed.D., Purchasing Agent of the Board at the address listed above, and may be delivered by hand, overnight courier or mail. The envelope must be received by the Board by the date and time set forth below. No late bids will be accepted. Each bid must be accompanied by a certified check, cashier's check or bid bond from a surety company licensed to do business in New Jersey, in the amount of ten percent (10%) of the Total Cost in the bid submitted, but not in excess of $20,000.00, made payable to the Union City Board of Education. The successful bidder is hereby notified that a performance bond and payment bond, for the full amount of this project, and all labor, is required. Final day for Questions to the Architect/Engineer: Thursday, April 20, 2023 Date for issuance of Addendum (if necessary): Monday, April 24, 2023 The prime bidder shall be qualified in the following trades as required by the work: - General Construction (C008) The bidder or bidder's subcontractor shall be qualified in the following trades as required by the work and as further detailed in the bid specifications: - Electrical (C047) General Administrative Requirements of the bid/contract: Conformance to Public School Contracts Law (NJSA 18A:18A-1 et.seq.); Conformance to New Jersey Prevailing Wage Rate Act (NJSA 34:11-56.27 et. seq.); Conformance to Affirmative Action (PL 1975, C-127(NJAC 17:27) ; Subcontractor Classification in accordance with State of New Jersey Department of Treasury (applicable to Contracts in excess of $20,000.00); NJSA: 18A:18A-27 et seq. Public Disclosure Law, PL 1977, C-33 (Assembly Bill No. 22); Bid Security; Consent of Surety; Performance and Payment Bond; Maintenance Bond; State of New Jersey Department of Treasury, Business Registration Certificate; Public Works Contractor Registration Act Registration P.L. 1999 Chapter 238. The Union City Board of Education reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The Union City Board of Education reserves the unqualified right to reject any and all bids or any part thereof, to waive any informality in the bids, and to award the bid to a responsible and responsive bidder. Further, the Board reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Board which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. No bid may be withdrawn for a period of (60) days from the date set for the opening of bids as set forth above Final day for Questions to the Architect/Engineer: Friday, May 19, 2023
