This is the first phase (Phase One) of a two-phase process: the first phase will evaluate the qualifications of all interested suppliers; the second phase (Phase Two) will invite the qualified suppliers to provide a financial bid on the project based on the specifications and drawings. The qualification list will expire within 90 days of Phase One closing or upon award of a contract in Phase Two, whichever is earlier, and the prequalification list will not be used in any other solicitation. Public Works and Government Services Canada (PWGSC), commonly known as Public Services and Procurement Canada (PSPC), will retain the services of a construction management entity, the Construction Manager (CM) to provide construction management at-risk construction services (the Project) for office accommodation and special purpose space modernization (the Work) within the leased premises of the Joseph Shepard Building (the Building), 4900 Yonge St, Toronto, Ontario. The objective of the Project is the provision of multiple office and special purpose space modernization fit-ups for various federal departments located at the Building. The CM shall provide advisory services, implementation and procurement services of Subcontractors to undertake the Work and act as Constructor during the Work as defined in this Contract. The CM's Base Contract includes multiple office accommodation and special purpose space Fit-Ups for Health Canada (HC), Transport Canada (TC) Secure Room and Canada School of Public Service (CSPS) on the 2nd, 3rd and 6th floors of the Building. The estimated Construction Cost for the Base Contract is $20,564,000.00. The estimated Construction Costs are in Canadian dollars and include escalation and disbursements. It does not include CM fees, risk allowances and HST. Design Consultants have been retained to provide design services for the Work for PWGSC by the Landlord. The Construction Manager shall work in collaboration with the Design Consultant and other stakeholders through the Departmental Representative and the Landlord's Representative. Fundamentally, this is a Contract for Services. The CM is required to provide comprehensive services described in the Terms of Reference on an ongoing basis and respect PWGSC's high quality standards in the delivery of the Required Services. The CM is required to provide comprehensive design management services, working alongside the Design Consultant, to ensure appropriate prioritization and the timely execution of the Contract Documents, to optimize overall delivery of the Work. Please note the following important completion deadlines: 1. Contractor must perform and complete all Work for Sub-Project 1.0 in its entirety within 42 weeks of notification of acceptance of the Phase Two Proposal. 2. Contractor must perform and complete all Work for Sub-Project 2.0 in its entirety within 38 weeks of notification of acceptance of the Phase Two Proposal, but no later than December 20, 2023. 3. Contractor must perform and complete all Work for Sub-Project 3.0 in its entirety within 20 weeks of notification of acceptance of the Phase Two Proposal. 4. Contractor must perform and complete all Work for Sub-Project 3.1 in its entirety within 48 weeks of notification of acceptance of the Phase Two Proposal.
