As of October 23, 2023 design teams have been selected. The City of Norfolk (the "City") Department of Public Works is seeking proposals from qualified professional engineering firms to provide required services for program and project management services in support of the U.S. Army Corps of Engineers (USACE) Norfolk Coastal Storm Risk Management (CSRM) program and project implementation. The successful Offeror will have previous experience and demonstrated success in project management of USACE and CSRM projects. The City will award a single contract authorizing an initial Scope of Work and will amend the contract to authorize additional work which may become necessary throughout various phases of the CSRM project implementation. In addition to program and project management services, anticipated services include, but are not limited to, program controls, scheduling, cost controls, communications and publicity, document management, operations, outreach and engagement, performance monitoring and reporting, policy and standard development, risk management and risk register reporting, environmental compliance, remediation design, bridging and construction management, Section 106 NHPA compliance, electronic document and database hosting, program delivery planning, permit planning, temporary and permanent occupant relocation management, utility relocation design and coordination, real estate services, land acquisition planning and management, right-of-way and right-of-entry acquisition, condemnation services, complete survey and exploration services including: topographic, bathymetric, cultural resources, and hydrographic survey services which meet ALTA requirements, continuous grant writing and management support, health and safety planning, and quality assurance and quality control management. The successful Offeror should have substantial experience with coastal engineering and modeling, hydrologic and hydraulic modeling and analysis, storm water pump station planning and design, coast flood protection design and construction management, utility relocation design and construction coordination, value engineering, quality assurance and control monitoring, independent cost estimation and master scheduling, and experience acting as an owner's agent for both Construction Manager At-Risk (CMAR) and Design-Bid-Build projects. The successful Offeror should also have proven experience and demonstrated success in the management of USACE CSRM projects and with the USACE Engineering Research and Development Center, Civil Works Planning, the North Atlantic Coastal Comprehensive Study (NACCS), the New Orleans Hurricane and Storm Surge Damage Reduction System (HSSDRS), the USCE Resilience Roadmap, and the Systems Approach to Geomorphic Engineering (SAGE). The Execution of work will be based upon the initial Scope of Services and subsequent amendments. The Offeror's Project Manager, acting as owner's agent, will coordinate all efforts throughout the duration of the contract with the City's CSRM Program Manager in the Office of Resiliency, including all negotiations. The successful Offeror will perform all work required to provide support services to the Norfolk CSRM project. The successful Offeror will also provide primary staff, support staff, and specialists necessary to manage, plan, perform, monitor, supervise, implement, and deliver work required for the Program. A detailed description of anticipated services is attached to this RFP as Appendix D.
