Questions regarding the project should be addressed in writing to Russell Arnold, Jr., P.E., Director of Public Works/Town Engineer, Department of Public Works, Town of Farmington, 1 Monteith Drive, Farmington, CT 06032. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all bids will be considered firm for a period of ninety (90) days and no bid may be withdrawn for any reason during that period except for such cause as the Town of Farmington, at its sole discretion, deems sufficient. The project consists of providing all labor, equipment, and materials necessary for the construction of a proposed roundabout at the intersection of South Road, Colt Highway and Two Mile Road. Construction of the proposed roundabout will involve full depth reconstruction, milling and overlaying, modifications to the existing storm drainage network, the installation of concrete sidewalks, sidewalk ramps, granite curbing, splitter islands, truck apron, landscaped central island and other work as described in the Contract Documents. Contractor shall be responsible for payment of not less than the State prevailing wage rates, as specified in the Contract Documents. Each BID shall be accompanied by a certified check, bid bond, treasurer's check or cashier's check issued by a responsible bank, trust or surety company made payable to the Town of Farmington in an amount equal to five percent (5%) of the Bidder's BID. Any addendum acknowledgment shall also be submitted with the bid. This contract will need to comply with C.G.S. Sec. 4b-91. Contractors must be pre-qualified by the State of Connecticut Department of Administrative Services (DAS) for projects of $500,000 or more. This requirement is a prerequisite for selecting the Lowest Responsible and Qualified Bidder. The contract will be awarded to the lowest responsible and qualified bidder whose bid is the lowest of those bidders possessing the skill, ability, and integrity necessary to perform the work in good faith. This contract is subject to State of Connecticut contract compliance requirements, including non- discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) of the state- funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must also demonstrate a good faith effort to meet the 25% set-aside goals. The Town of Farmington is an Affirmative Action/Equal Opportunity Employer.
