This notice is not a solicitation and there will not be a Request for Proposal (RFP) issued at this time. This notice is a market research tool to determine the availability of qualified Small Business sources. The Kansas City, Corps of Engineers is seeking qualified Small Business (SB) that primarily perform work under the North American Industry Classification System (NAICS) 237990- "Other Heavy and Civil Engineering Construction". The applicable size standard is $36.5M. Work will be in the counties of Doniphan County, KS and Buchanan County, MO. The period of performance will be approximately 550 Calendar days to complete requirement with a magnitude between $20,000,000 and $30,000,000. Description of Construction Requirement: The Levee Raise at MRLS R471-460 (St. Joe N-36), is located along the right descending bank of the Missouri River. Increased flood risk mitigation from the Missouri river is the purpose of the R471-460 project. The project provides Missouri Flood Risk mitigation for the town of Elwood, the town of Wathena, Rosecrans Memorial Airport (home to the Missouri Air National Guard 139th Airlift Wing, private agricultural lands, US-36, federal lands and miscellaneous properties and facilities. The project will modify the levee from station 0+00 connecting to the hillside bluff at the northern most portion of Valencia Road to station 375+00 north of US-36 and the Union Pacific railroad bridge (approximately 7 miles). Under-seepage improvements (berms) will be constructed along the length of the levee as well as modifying and extending 2 gate-well structures and pipes ranging in size from 24 inches to 60 inches and 150 feet to 800 feet long. The raise ranges in height between 6 inches and 3 feet. Earthen material to be used for the raise and seepage berms will come from the hillside bluff north of the intersection of Valencia and Treece Roads and from multiple riverward side areas adjacent to the levee for the approximate 700,000 cubic yards of compacted material. Responses: After reviewing the responses to this notice a decision will be made on the appropriate procurement decision, to acquire the necessary skill sets to complete requirements. If the Government plans to proceed with the acquisition, a solicitation announcement will be published on SAM.gov. No telephone calls will be accepted requesting a bid package or solicitation. Currently, there is no bid package or solicitation. Project Location (Geographical Area) Elwood, KS and St. Joseph, MO. Submission Requirements: 1. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability: Bonding Surety Letter. Offer must provide a letter or other documentation from a surety appearing on the Department of Treasury Circular 570 (list of approved sureties) stating that the Offeror is able to provide a bid bond and obtain Performance and Payment Bonds for up to $30 million. 8. Contractor may submit examples of work done by a subcontractor if that subcontractor intends to enter a letter of commitment with the contractor. 9. Summary: This Sources Sought Notice is to assist the U.S Army Corps of Engineers with market research. If a solicitation is issued, it will be announced/posted on SAM.gov website with sufficient time for all interested parties to respond accordingly. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from small business, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a source's sought announcement, no debrief, evaluation letters, or results will be provided to the participants.
