The Town of Plainville is requesting qualifications statements from experienced, qualified firms for evaluation, comparative solutions, and conceptual design for the renovation or partial replacement of the Town's public works Roadways Facility. The scope of work seeks to evaluate the current public works facilities and develop comparisons of renovation or new construction alternatives. The scope of services seeks to accomplish the following: a) Assess the current facilities including all Grainger Lane town facilities and buildings, electrical systems/distribution, fueling station, salt storage, exterior storage and staging area b) Assess Town Buildings and Ground maintenance facility in Norton Park to identify potential synergies or integrations of vehicle maintenance or other efforts into one facility c) Develop future needs model for Town Roadway operations for a twenty-year period d) Develop and evaluate options to address identified needs, and provide a conceptual layout and cost estimates for Town chosen/recommended alternative The goal of this project is to advise the Town asto the condition of the existing facilities,structures, and layout, and make recommendations on how to best upgrade or replace the facility and its components. The firm undertaking this evaluation may be requested to provide subsequent design and construction phase engineering services- though those efforts are not included in this Request for Qualifications or guaranteed. This RFQ is not a contract offer, and no contract will exist unless, and until, a written contract is signed by the Town and the successful proposer. Interested parties should submit a qualifications statement in accordance with the requirements and directions contained in this RFQ. The Town of Plainville owns and operates a public work Roadways (highway operations) facility on Grainger Lane. The facility is comprised of approximately 92.46 acres and includes 14,464 square feet of space over four separate buildings. There are currently eighteen garage bays, an exterior wash facility, fueling operations for all Town vehicles, a salt storage facility, nature park (including public access and public parking), a landfill, and transfer station operation. The Roadway facility, specifically it's many buildings were each acquired separately, and "facility" has organically grown over time. The Town intends to complete a landfill closure in 2022 opening the area to further usage. The selected firm will be expected to develop a project timeline within ten (14) business days of contract award, a detailed project timeline within thirty days (30) business days and maintain the project timeline throughout the engagement. The timeline should account for completion of service no later than one hundred and twenty (120) business days. The timeline shall generally include, though not be limited to: 1. Preliminary inspections/evaluations of the site and its systems 2. Development of project priorities list/scope (including interviews with relevant Town staff) 3. Development of alternative concepts and comparatives 4. Town review and input process (including in development of concepts and alternatives, prior to development of recommendation 5. Development of recommendation and final review period 6. Answers to inquiries will be posted by March 2, 2022, on the Connecticut State Department of Administrative Services (DAS) by referencing the Town of Plainville. It is the sole responsibility of the respondent to review any addendum or question responses. Qualifications Statements may be held by the Town of Plainville for a period not to exceed one hundred twenty (120) days from the date of the opening for the purpose of reviewing them and investigating the qualifications of the firms prior to awarding the contract. The selected firm must meet all municipal, state, and federal AA and EEO practices and requirements. MBE's, WBE's, SBE's are encouraged to apply. The Town reserves the right to reject any or all Qualifications Statements in whole or part, to award any one service or group of services or all services, to negotiate with any or all companies submitting Qualifications Statements, and to enter into an agreement with any vendor for any services mentioned in this RFQ, if it is deemed to be in the best interest of the Town. The method of Contractor Selection has not been Determined at this time.
