Project is included City of Ashland 2024 - 2029 Budget. As of October 19, 2023, a design engineer has been selected. Construction is funded for FY24-25. *The previous solicitation is listed below for reference The City of Ashland (City) is seeking a professional engineering consultant to provide plans, specifications and estimates (PS&E) and construction engineering services for development of Project 2021-03 N Mountain Ave Overlay - I-5 to E Main Design and Construction Services. The project will include but is not specifically limited to the following tasks and phases: PHASE 1A: PRELIMINARY ENGINEERING - Including assessment, core samples, utility conflict analysis, intersection improvement options, accessible access assessment for all intersections and pedestrian crossings, storm water surface flow analysis and any proposed drainage improvements, as well as developing preliminary engineering, comprehensive project scope, phasing, timeline and preliminary budget. During this phase of the project an assessment and recommendations to fully accommodate parking, bicycle lanes and pedestrian crossings should be completed along with recommendations related to the existing railroad crossing and landscaping improvements to the existing median islands. PHASE 1B: EASEMENTS, PERMITTING AND PUBLIC OUTREACH - Including obtaining/acquiring all required permits, easements and construction work agreements necessary for the construction of the N Mountain Ave Overlay. This phase also includes developing and conducting public outreach. In addition, during this phase the consultant shall reach out to all the utility operators on this street, including the City's electric, fiber network, water, sewer and storm drain divisions, to notify them of the street reconstruction and solicit completion of any utility work prior to construction. PHASE 2: FINAL ENGINEERING AND BIDDING SERVICES - Including complete final design of the N Mountain Ave Overlay, preparation of final engineering design plans, specifications and complete bid documents (bid quantities, etc.) to enable a separate construction bidding process. This phase also includes assisting the City during project bidding; facilitation of public outreach, attending any necessary formal meetings, preparation of bid documents, advertising for bids, bidding assistance, bid analysis, and recommendation for award of contract. PHASE 3: CONSTRUCTION SERVICES - Including construction progress meetings, construction management and inspection, quality and quantity control, technical assistance to the City, as-built construction drawings and all close-out documentation. Consultant selection is anticipated to result in the issuance of a contract for professional engineering services in a form substantially similar to the one provided in this RFP. All proposals shall be submitted as set forth in Section 1 - Instructions to Proposers. The City is not responsible for Proposals submitted in any manner, format, or to any delivery point other than as required by this RFP. Proposals shall be limited to 5 pages and must include the services of a Professional Engineer registered in Oregon. Consultant selection will be based upon weighed criteria as set forth in this RFP and will include criteria including, but not limited to: similar project experiences, general experience, staffing availability, schedule and response time. The City of Ashland reserves the right to cancel this procurement or to reject any and all Proposals in accordance with ORS 279B.100 The method of contractor selection has not been determined at this time.
