The City of Ashland is seeking Proposals for professional engineering services for development of Project No. 2023-04, the Development of B Street Corridor Safety Analysis. The project will result in a Technical Memorandum of recommended improvements for the corridor including up to: 1. Signage and Striping Improvement Recommendations 2. Traffic Control Improvements at Intersection Locations (Stop/Yield) 3. Bike Facility Improvements (Bike Boulevard) 4. Traffic Calming Improvements 5. Parking improvements 6. Outline of Potential impacts of recommended improvements to surrounding roadways (A Street, C Street and connector roadways) 7. Development of Cost Estimates for Recommended Improvements 8. Hosting Public Meeting on Recommendations 9. Present to the Transportation Committee-Draft and Final Technical Memorandum The recommendations should following best design guidance (ODOT, NACTO, AASTO, FHWA) along with previously developed projects within the City's Transportation System Plan and B Street Transportation Plan. Consultant selection is anticipated to result in the issuance of a contract for engineering services in the form provided in this RFP. All proposals shall be submitted as set forth in Section 6 - Instructions to Proposers. The City is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the Solicitation Document. Proposals must be from an Oregon Professional Engineer and shall be concise, appropriate to the scale of the evaluation and include only items that are relevant to this specific project. Consultant selection will be based upon weighed criteria as set forth in the Solicitation Document and will include criteria such as (but not limited to): proposed work plan and approach, schedule, general and special project experiences, team experience and availability, and other applicable criteria. The City of Ashland reserves the right to cancel this procurement or reject any and all proposals in accordance with ORS 279B.100. This method of personal services solicitation is categorized as Intermediate Procurement (contracts between $5,000 and $75,000) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
